Andy Bradvica, Architect, President
B2R Consulting Group
Andy Bradvica is a founding partner and President of B2R Consulting Group, which is located in Orange, California. Mr. Bradvica focuses on responding to Senate Bill 326 and keeping Common Interest Developments in compliance with the deck inspection and reporting requirements of the new law. Prior to forming B2R, he has performed forensic analysis, building inspections, building condition assessments and reports, SB800 inspections, construction defect investigations, and intrusive testing of single-family homes, condominium complexes, and commercial buildings. Mr. Bradvica is a licensed architect in California, as well as a licensed General Contractor, and has experience in design and building of single-family homes, interior tenant improvements, and remodels of commercial projects. He received his Bachelor of Arts degree and Teaching Credential from St. Mary’s College of California, and his Master of Architecture degree from the Newschool of Architecture in San Diego.
Roy Helsing, Chief Executive Officer

Roy Helsing is the founder and CEO of The Helsing Group, Inc., a consulting firm specializing in all aspects of California Common Interest Developments. The Helsing Group's services to homeowners’ associations include reserve studies, operating budgets, management consulting, maintenance manuals, and reconstruction management. Mr. Helsing holds a M.A. degree from Washington State University, and speaks and writes for various organizations concerning reserve funding, maintenance programs, and related topics. In addition, he regularly provides expert testimony concerning reserve funding and adequacy of reserves.
Mr. Helsing is active in the Homeowners’ Association Industry with membership in Community Associations Institute (CAI), where he helped to develop the original Reserve Specialist (RS) standard. He is a past President of the Bay Area/Central Chapter of CAI. Mr. Helsing is also a member of the Executive Council of Homeowners (ECHO), and the California Association of Community Managers (CACM), from whom he has earned the designation of Certified California Association Manager. Mr. Helsing is a founding member of the Association of Professional Reserve Analysts, holds a designation of Professional Reserve Analyst (PRA), and is a past President of that organization which is attempting to bring industry standards to reserve funding for homeowners associations. He has also served as Vice Chair of the ECHO Reserve Study Resource Panel.
Bruce Inman, Partner
Inman Law Group
Bruce Inman is a founding partner of the Inman Law Group, LLP, which is located in Sacramento, California. Mr. Inman's law practice focuses on creating common interest developments and advising community associations. He has assisted clients in creating hundreds of developments, including master planned communities, attached, detached, mixed-use, and commercial planned development and has extensive experience creating a variety of residential and commercial condominium projects. Mr. Inman is the past chair of the California Building Industry Association/Department of Real Estate Council, and a former board member of a regional chapter of the Community Associations Institute. Mr. Inman is a regular featured speaker for the California North Chapter of the Community Associations Institute regarding community association legal issues. He received his Bachelor of Arts degree from St. Mary's College of California, Teaching Credential from California State University Stanislaus, and Juris Doctorate from the University of the Pacific, McGeorge School of Law.
Chris Neri, Assistant Commissioner - Subdivisions
Department of Real Estate
Chris Neri is the Assistant Commissioner-Subdivisions for the California Department of Real Estate (DRE). In this role, he manages the Subdivision program statewide, advises the Real Estate Commissioner on subdivision issues and ensures that DRE upholds the statutory mandates of the Subdivided Lands Act and the Vacation Ownership and Timeshare Act. He works closely with the California Building Industry Association (CBIA), the American Resort Development Association (ARDA) and the California Law Revision Commission.
Chris began his career with DRE in January 1989 after graduating from Sacramento State University. He has worked his entire DRE career in the Subdivision program, focusing on complex subdivision, timeshare and homeowner association issues.
