• West Contra Costa Traffic Fee Set To Increase

  • Based on an updated nexus study, the West Contra Costa Transportation Advisory Committee will consider substantial increases in the sub-region’s traffic impact fee at its meeting on Sept. 28, 2018. The sub-regional fee is applied to new development in El Cerrito, Hercules, Pinole, Richmond, San Pablo and portions of unincorporated western Contra Costa County. If adopted at the maximum level specified in the nexus study, the rate for a single-family unit would be $7,230 per unit, a increase of $3,533 per unit or 96 percent. The multi-family per unit rate would be $3,562 per unit, an increase of $1,214 per unit or 52 percent. Consultants Fehr & Peers based the hikes on WCCTAC’s recently updated capital improvements plan which consists of 19 projects valued at $854 million. New growth was assigned 19 percent of the cost, or $161 million. If WCCTAC approves changes in the fee, each city and the county will be asked to adopt the recommendation in January or February 2019.
