Urban Village financing schemes are on the agenda as the San Jose City Council will be providing direction to Planning Staff at its April 11th meeting regarding funding for the 70+ Urban Villages in the San Jose 2040 General Plan. In the five years since the General Plan was adopted not one Urban Village Financing Plan has been approved. The debate will center on the schism between Staff recommendation and the Mayor’s endorsement on a “negotiated financing mechanism” or a “predetermined UVA fee” to provide Urban Village amenities such as transportation improvements, parks, plazas, and public art.
