• San Jose Inclusionary Ordinance Update

  • The San Jose Housing Department is looking at updating the City’s Inclusionary Housing Ordinance (IHO). The City has contracted with Street Level Advisors, “a strategy and innovation firm focused on equitable urban development”. Street Level Advisors has been conducting outreach and soliciting comments from developers, housing advocates, and other San Jose business groups. To view a outreach presentation click here. It is entirely uncertain how potential changes to the IHO would help remove significant barriers to housing production in San Jose such as high impact fees, exorbitant construction costs, and a unfriendly entitlement process. To dig deeper into this problem, BIA Bay Area has partnered with the SVO, formerly the Chamber of Commerce, to commission Beacon Economics to produce a San Jose Fee Structure Study. The Beacon Economics Study is anticipated to be complete in August.
