The Mountain View City Council will review and potentially adopt a jaw dropping $96/sq. ft. in lieu fees on rental units as part of the Phase 2 round of modifications to its affordable housing program. Phase 1 modifications were completed in 2018 and included increasing the rental inclusionary percentage from 10% to 15%, updating the BMR Rental In-Lieu Fee with a per-square-foot fee equivalent, and allowing developers to request alternative mitigation. Phase 2 changes include increasing the BMR ownership requirement to 15 percent and modifying the in-lieu fee methodology, as well as the proposed adoption of fee equivalencies at $96/sq. ft. for rental projects and $54.50/sq. ft. for ownership projects.
