• Hollister Growth Management Program

  • On October 21, 2019 the City of Hollister adopted its growth management program (Ordinance 1183). BIA Bay Area opposed the adoption of the staff recommended growth management program. The BIA letter dated 10.21.19 advised the city administration, city attorney and city council of the Housing Crisis Act of 2019 i.e., SB 330, which went into effect on January 1, 2020. SB 330 prohibits a jurisdiction from enacting any housing allocation caps, housing moratoria, population limits or other restrictions on housing development projects.     Following BIA’s consistent follow-up and advising HCD of the City of Hollister’s actions, on May 12, 2020 Megan Kirkeby, Acting Deputy Director of the California Department of Housing and Community Development (HCD) advised the City of Hollister that under SB 330 the city must void or suspend the Growth Management Program or HCD would rule that the city’s housing element is no longer compliant with housing element law.
