With substantial input from BIA, the CA Department of Housing and Community Development (HCD) has sent Hollister’s proposed Growth Management Ordinance (GMO) back to the drawing board, potentially halting the City’s attempt to slow growth. The City of Hollister has had a long and tortured history of housing moratoriums and slowdowns and the proposed GMO was no exception to this pattern. The proposed law would have established a convoluted system to award a limited number of allotments to home builders based on a menu of over one hundred project rating criteria divided into five categories that would add tens of thousands of dollars to the cost to build each unit.
