• Hollister Growth Cap Ordinance

  • The Hollister City Council has been debating for nearly two years to how to devise a housing construction limit that will be acceptable to the California Department of Housing and Community Development. On October 7, 2019 the Council will be considering a new policy on housing growth that would exempt affordable and multifamily units and reduce the annual allotment of new single-family homes to 159, about a 1.5% annual growth rate. However, the California State Legislature has recently passed SB330, prohibits the implementation of growth limits and moratorium until 2025. BIA has encouraged the City Council to abandon efforts to renew its growth limit and instead concentrate on updating the General Plan to coincide with the next Housing Element Cycle which begins in 2023.
