Townhomes and single-family houses could withstand an increase in park impact fees while multi-family residential developments are only marginally feasible even under the current rates, a consultant will tell the Hayward City Council during a workshop on Oct. 15, 2019. The city last set park dedication and in-lieu fees in 2003 and recently hired Community Attributes, Inc., to update the park nexus study. Staff is recommending the city convert to a fee based on number of bedrooms rather than product type — a three-bedroom unit, for example, would be charged $15,480. The city’s current park impact fees are $11,953 per single family unit and $9,653 per multi-family unit.
