• Fremont GP Amendment Prioritization Policy

  • Bowing to pressure from slow growth community activists, the Fremont City Council will consider policy revisions to the City’s general plan amendment process that emphasizes “community benefits”. Should the Council adopt the proposed Prioritization Policy, new general plan land use change applications for market rate residential projects will in the future be reduced from four times per year to twice per year and must contain provisions to include affordable housing, sustainability features, or other community benefit proposals that the Council would consider during a “prioritization process”. Projects that pass the prioritization process would then be allowed to apply for the land use change. General Plan Amendments on sites that would accommodate 100% affordable housing projects would be exempt from the proposed policy.
