• El Cerrito, WCCTAC Set to Adopt New Traffic Fees

  • BIA|Bay Area raised serious questions about El Cerrito’s proposed new transportation impact fee, which will be discussed during a public hearing on Dec. 18, 2018. The city’s nexus study improperly bases the proposed $3,322 per equivalent dwelling unit fee on the funding gap for the $31.3 million in planned transportation projects rather than the legally required reasonable relationship between the impacts of the new development and the cost of the new infrastructure, wrote BIA’s Lisa Vorderbrueggen in a comment letter. The nexus study methodology results in a fee that may be as much as $1,300 per dwelling unit too high. Click HERE to view BIA’s letter dated Dec. 11, 2018. The city’s move comes as the West Contra Costa Transportation Advisory Committee plans to increase its sub-regional transportation mitigation fee that would result in increases from $3,697 per single-family unit to as high as $7,230 per unit. The WCCTAC area includes El Cerrito, Hercules, Pinole, Richmond, San Pablo and unincorporated parts of West Contra Costa County. Click HERE to view WCCTAC’s agenda packet of Dec. 14, 2018.
