East Contra Costa Regional Fee and Finance Authority (ECCRFFA) staff will recommend the board direct the agency to commission a new nexus study that adds the Sand Creek Road extension project from Highway 4 to Deer Valley Road into the ECCRFFA Fee Program. Fehr & Peers will prepare the updated study, per a request for the authority to approve a contract amendment that will increase the payment limit from $70,000 to $120,000 and to extend the contract termination date to June 30, 2020. ECCRFFA charges sub-regional transportation impact fees on new development in Pittsburg, Antioch, Brentwood, Oakley and portions of unincorporated East Contra Costa County.
