• ECCRFFA Considers Sand Creek Extension

  • After postponing the vote for a month due to a board member’s absence, the East Contra Costa Regional Fee & Finance Authority (ECCRFFA) is poised to add a $34 million four-lane Sand Creek Road extension between Antioch and Brentwood to the list of projects eligible for funding through its regional transportation impact fee. Despite the addition, staff is recommending the authority maintain its current impact fee levels as a number of the regional projects on the 15-year-old project list that serve as the basis for the fee are either completed or substantially funded. ECCRFFA currently charges developers $19,482 per single-family unit and $11,960 per multi-family unit. As proposed, the Sand Creek Road extension between Highway 4 in Brentwood and Deer Valley Road in Antioch would receive $10.8 million from the regional fund. Local developers remain responsible for the balance either through development agreements or city impact fees. The ECCRFFA fee area includes Antioch, Brentwood, Oakley, Pittsburg and unincorporated east Contra Costa County.
