• ECCRFFA Approves Sand Creek Extension

  • On a 5-0 vote, the East Contra Costa Regional Fee & Finance Authority (ECCRFFA) added a $34 million four-lane Sand Creek Road extension between Antioch and Brentwood to the list of projects eligible for funding through its regional transportation impact fee. Despite the addition, the authority will maintain its current impact fee levels as a number of the regional projects on the 15-year-old project list that serve as the basis for the fee are either completed or substantially funded. ECCRFFA currently charges developers $19,482 per single-family unit and $11,960 per multi-family unit. As approved, the Sand Creek Road extension between Highway 4 in Brentwood and Deer Valley Road in Antioch is eligible for $10.8 million from the regional fund. Local developers remain responsible for the balance either through development agreements or city impact fees. The ECCRFFA fee area includes Antioch, Brentwood, Oakley, Pittsburg and unincorporated east Contra Costa County.
