Fire facility impact fees in the East Contra Costa Fire Protection District territory could increase between $10 and $776 per unit, depending on location and type. A consultant for the ECCFPD calculated the proposed fee changes in a draft development impact fee study unveiled in a governing board workshop held on Jan. 8, 2020. ECCFPD’s territory encompasses Brentwood, Oakley and unincorporated areas in East Contra Costa including Bethel Island, Discovery Bay, Knightsen, Byron, Marsh Creek and Morgan Territory. Under the proposal, the district would standardize rates across the jurisdiction. See table below. As the district lacks legal authority to impact fees, the Brentwood and Oakley city councils and the Contra Costa County Board of Supervisors would have to ratify the change in order for the new rates to go into effect.
