The Dixon City Council on a 3-2 vote adopted development impact fee increases of nearly $12,000 per single-family home. The city attributes the increases to new capital projects and rising construction costs along with a brand new agricultural mitigation fee of $6,570 per home. The decision came despite Mayor Thom Bogue’s push for a graduated fee schedule that would charge less for smaller homes. “I am trying to reduce the cost of housing,” Bogue told his colleagues. Last updated in 2007, the three prevailing councilmembers based their votes on the recommendations contained in a fee study update conducted by the Goodwin Consulting Group. The consultants evaluated seven of the city’s impact fees including wastewater, fire, police, administrative, parks and recreation facilities charges. Staff is still studying the city’s drainage improvement and transportation system impact fees and will bring the updated studies to the council at a later date.
