• Contra Costa To Reinstate Rental Fee

  • Contra Costa County is moving to reinstate its affordable housing in-lieu fee on new rental residential development and increase its for-sale in-lieu fee to reflect the current market. The county Board of Supervisors is scheduled to discuss the proposal at its meeting on Oct. 23, 2018. The staff recommendation calls for setting the rental in-lieu fee at $24,200 per unit and increasing the for-sale rate for the first time since 2009 from $3,874 per unit to $6,600, an increase of $2,726 or 70 percent. Staff calculated the rates based on formulas specified in the county’s current inclusionary housing ordinance. If supervisors agree, staff will return on Dec. 18, 2018, with an updated land development fee schedule for adoption. Implementation of the higher rates would be delayed until early 2019 in order to provide developers who have already submitted applications sufficient time to complete the process before the new fees kick in.
