  • At its meeting on Tuesday, November 28 the San Jose City Council will review a proposed approach to Urban Village implementation through the development of an Urban Village Implementation Framework Policy (Framework). The proposed Framework is intended to provide a mechanism for the integration of public enhancements and amenities in Urban Villages, and a process of implementing Urban Village Plans. The Urban Village implementation and financing scheme involves rezoning commercial land to residential mixed use in exchange for dedicating 2% of the project value to the construction of various community improvements and amenities, including plazas, landscaping and public art. Staff is requesting that City Council provide direction on the proposed approach prior to proceeding with additional technical analyses and returning to Council for approval of the Framework.
