• City of Hollister Required to Void Growth Management Ordinance

  • The City of Hollister has acknowledged that its growth management ordinance, Ordinance 1183, adopted on October 21, 2019, is invalid and considers the ordinance suspended in response to a series of directives by HCD (CA Dept. of Housing & Community Development). BIA Bay Area has consistently opposed the City’s adoption of a growth management ordinance (GMO) and has urged HCD to direct Hollister to suspend or invalidate the GMO because it is superseded by SB 330, the Housing Accountability Act. HCD began correspondence advising the City of the ordinance’s non-compliance under SB 330 in early May 2020 and concluded with a 30-day demand for the City to act on its illegal ordinance.
