• CA Unveils Draft Streamlining Regs

  • The California Department of Housing and Community Development (HCD) will host forums in October throughout the state to introduce and take comments on draft guidelines for the new streamlined ministerial development approval process mandated under Senate Bill 35. HCD policy leaders have expressed a strong interest in hearing from members of the development industry. All interested parties are invited to attend one of the open house forums, participate in a webinar or submit written comments by Oct. 30, 2018, via email to CAHP@hcd.ca.gov. The webinar will be held from 10-10:30 a.m. on Oct. 12, 2018. The Bay Area regional forum will be held from 10 a.m.-2 p.m. at the San Mateo Library Oak Room, 55 W. Third Ave., San Mateo, on Oct. 23, 2018. Click HERE to download and view the draft guidelines. SB35 by state Sen. Scott Weiner, D-San Francisco, requires localities that have not made sufficient progress toward their allocation of the regional housing need to follow a streamlined, ministerial approval process for developments. These guidelines establish terms, conditions and procedures for a development proponent to submit an application for a development to a locality that is subject to the streamlined, ministerial approval process provided by Government Code section 65913.4.
