BIA has commissioned a new peer review of MCWD’s Capacity Fee Study that recommended massive fee increases on new development. The peer review was conducted by well-known fee review firm Development Financial Advisory, Inc. (DFA) and it examines the insufficiencies of the water district’s 2019 master plans and capacity fee study. The MCWD fee study concluded that water and sewer rates in the Fort Ord community would need to be raised nearly 300% in order to justify the costs to serve new development. BIA and member builders in the Fort Ord Redevelopment Area engaged with MCWD through the last half of 2019, eventually forcing MCWD to acknowledge significant shortcomings in the master plans and fee study.
