• BIA Bay Area Challenges Growth Controls in Half Moon Bay

  • BIA continues to challenge efforts by municipalities to enact or enforce growth controls, housing caps, and population limits. SB330, the Housing Crisis Act of 2019, has provided an important tool in the fight to eliminate these anti-housing measures. Half Moon Bay is the latest city to receive notice from BIA that it’s Measure D population control and associated city ordinances are preempted by SB 330 and must me taken down. Morgan Hill has been working on suspension of residential development controls for several months and serving as an example of the type of legislation that BIA is advising slow growth cities to adopt.
