• Fremont USD Drops to Level II Fees

  • The Fremont Unified School District dropped to Level II school impact fees as of June 7, 2018, citing imminent receipt of state reimbursement dollars for the Mission San Jose High School classroom wing project. CBIA and BIA argue that Fremont USD has been illegally charging the Level III fee because the State Allocation Board has been awarding funds for months to schools across the state for school construction, the Level III trigger identified in the authorizing statute. Nonetheless, the reduction is welcome news. Developers are now paying $6.80 per sq. ft. of new residential construction, down from $14.99 per sq. ft. as of May 12, 2018. The prior year’s Level III rate was $26.11 per sq. ft., as of May 11, 2017. Fremont USD first started levying Level III in December 2016 with a fee of $16.38 per sq. ft.
