• ECCRFFA To Extend Rebate 2 More Years

  • The East Contra Costa Regional Fee and Finance Authority will consider at its meeting on Oct. 12, 2017, extending for two more years a 15 percent fee reduction that has been in place since January. ECCRFFA charges fees on new residential units in Pittsburg, Antioch, Brentwood, Oakley and unincorporated eastern Contra Costa County to pay for regional transportation projects. The rebate is relatively small compared to reductions of 50 percent in 2011-2013, 38 percent in 2014, 29 percent in 2015 and 22 percent in 2016. But absent action by the board, the entire rebate program was set to expire in December. Staff is recommending the agency continue the 15 percent reduction in light of the residential market’s slower recovery in East Contra Costa County and reasonable progress on funding the $2.3 billion transportation project list. As of Jan. 1, 2017, the rebated fee for a single-family unit is $18,006 and a multi-family is $11,054.
