• Alameda County Water District Developer Fees

  • The Alameda County Water District (ACWD) is currently evaluating its primary development-related charges and recently held a workshop to review the current charges and potential changes that could be considered (presentation attached). The workshop was informational and no decisions were made by the Board. Two issues were discussed would be of main interest to the BIA:
    • Consideration of changing the methodology for calculating the Facilities Connection Charge to include a buy-in component.
    • Consideration of changing the way residential Facilities Connection Charges are applied to assess them by meter size (the current approach is by the type of unit for residential connections – the charges are per single-family or multi-family dwelling unit);

    Preliminary numbers of what this might mean to Facilities Connection Charges were presented at the workshop and are included in the attached presentation. These numbers will change, but do provide a general sense of the magnitude of the charges under the various scenarios. Staff recommendations were made to 1) phase-in a buy-in component to charges over 5 years, 2) transition to charging residential connection fees by meter size, and 3) restructure the current Facilities Reimbursement Charge.
