• Land Development Purchasing Manager

    The Land Development Purchasing Manager is responsible for the daily operations of the purchasing department and all activities geared toward profitability and efficiency as it relates to Land Development. Primary focus is to manage the operations for the following: Plan management, estimating, contract negotiations and land development cost reductions. The individual will evaluate and create processes for the department and create action plans to achieve specific results. Managing the department, auditing files, analyzing reports, and working with trade partners to maintain accurate product information are all duties within the role.

    Duties and Responsibilities:

    Interact as needed with the acquisition team in due diligence and feasibility studies, land development risk analysis and assessment, setting preliminary land development timeline and budgeting (including pre-development budget in certain occasions) for acquisition of new properties
     
    In connection with the Land Development Field Manager, prepare projected construction schedules, which will be implemented and maintained
     
    Schedule and conduct contract and scope of work briefing meetings
     
    Supports Land Development Field Manager to obtain final sign-off letters for bond exoneration for municipalities and other agencies
     
    Provide supervision as necessary to execute all aspects of contract management
     
    Prepare bid form, bid spread, bid analysis & recommendation for bid award for approval
     
    Prepare takeoffs and scopes of work
     
    Work with contractors and vendors to manage supply chain to achieve optimal schedules with few change orders
     
    Drafting & administration of contracts
     
    Review and approve subcontractors' and consultants' progress billings
     
    Review and negotiate subcontract change order requests and provide documentation for approval or denial
     
    Review preliminary plans and provide design and cost control comments to internal and external stakeholders
     
    Contract dispute and resolution
     
    Order and deliver plans to the field and vendors as necessary
     
    Work with the project team to track, monitor and manage the development budget.  Participate in meetings as required

    Key Attributes / Qualifications:

    5 years of proven purchasing and contract experience in land development

     
    Proficient in Using Microsoft Office Suite and Microsoft Project Scheduling Software or equivalent
     
    Experience in a fast-paced work environment
     
    Strong verbal and written communication, with the ability to take complex concepts and communicate succinctly and accurately
     
    Proven negotiation skills, and prior experience coaching others in the art of negotiation
     
    Ability to take initiative and be a self-starter and multitask
     
    Proven problem solving and intrapersonal skills
     
    Strong organizational, project and time management skills; detail oriented
     
    Capabilities to be creative, flexible and think "outside the box"
     
    Must be able to read and understand blueprints, grading plans, improvement plans, landscape plans etc.
     
    Understands marketplace and industry trends
     
    Strong ability to work within a team-setting, inclusive of other's ideas
