• Oakland Committee To Review ‘Housing Equity Roadmap’

  • Acting City Administrator Claudia Cappio — also the former California Housing and Community Development Director — will deliver to an Oakland City Council subcommittee on May 26, 2015, her proposed affordable housing plan. The Oakland Community and Economic Development Committee is scheduled to consider the housing action plan and report, entitled “Oakland Housing Equity Roadmap, A Comprehensive Action Plan To Address Oakland's Displacement, Affordable Housing Production And Housing Habitability Challenges.” In the proposal, Cappio seeks to increase its annual affordable housing production from 1,500 units to 7,000 units per year through a variety of strategies including impact fees. Among her recommendations: Provide political leadership to develop and pass a regional housing bond along with policies that provide for "financially feasible mandatory contributions toward affordable housing." The timeline puts new housing impact fee policy in place by winter of 2016 and a regional housing bond measure on the spring 2016 ballot. Click here to read the staff report.
