Governmental Affairs
The BIA Bay Area Governmental Affairs department advocates for public policies aimed at ensuring an adequate supply of quality, affordable housing in the Bay Area. In doing so, BIA Bay Area is working hard to increase homeownership in the Bay Area and promote a healthy, growing regional economy.
The Governmental Affairs staff is the principle advocacy arm of Bay Area homebuilders, handling myriad public issues that confront the industry. Growth controls, frivolous and abusive lawsuits, excessive environmental regulations and runaway fees are significantly impairing housing production in the Bay Area and making homes less affordable. Our public policy makers have it in their power to change things – to make housing more plentiful and affordable. Supported by the practice and experience of its members, it is BIA Bay Area’s commitment to pursue and push for those changes.
To keep BIA Bay Area members fully apprised of the latest and most important information affecting homebuilding in the Bay Area, the Governmental Affairs department prepares a weekly e-mail report called the Tuesday Report. The report includes governmental affairs reports that provide tracking updates on key issues. To begin receiving the report, sign up here. A key element of HBANC’s advocacy efforts is VoterVOICE - a tool that allows BIA Bay Area to mobilize its members to influence important issues affecting homebuilding in the Bay Area. Paul CamposSenior Vice President of Governmental Affairs and General Counsel 925-951-6844 Paul Campos oversees the BIA Bay Area governmental affairs staff, assists staff on regulatory and legal issues, works with CBIA and its Major Builders Council on state legislative issues, manages BIA Bay Area’s litigation activities, acts as a resource for Association builder members on land use, planning and environmental issues, and is the principal Association spokesman on environmental issues. He has testified before the United States Senate on behalf of BIA Bay Area and the National Association of Home Builders. Campos has been with the Association since 1993. He earned a B.A. with highest honors from UC Berkeley and graduated cum laude from Harvard Law School. |

Bob GloverEastern Division, Executive Director Alameda, Contra Costa and Solano counties 925-951-6842 Bob Glover began working at BIA Bay Area in November 2003 and was promoted to executive director of the Eastern Division in 2005. He coordinates BIA Bay Area’s monthly governmental affairs committee meeting and oversess governmental affairs for Alameda, Contra Costa and Solano counties. Glover graduated from U.C. Davis with a degree in Rhetoric and Communications. He served as executive director of the Martinez Chamber of Commerce for more than three years, and he also worked for the Greater Concord Chamber of Commerce and Oakland A’s. |

Crisand GilesSouthern Division, Executive Director, San Francisco, San Mateo, Santa Clara, Santa Cruz, San Benito, and Monterey counties 408-961-8133 Crisand Giles has played an integral part in shaping state and local strategies that affect our industry in both Southern and Northern California, addressing proposals for storm water regulation, green house gas reduction and green building. She was formerly with the Association from 2000-2004 where she managed BIA Bay Area Board meetings at the Executive and Regional level while negotiating key policy issues on development fees, inclusionary zoning, urban limit lines, and storm water and environmental policy. Crisand comes back to us after gaining additional development entitlement experience in the Bay Area, Southern California, and Las Vegas, securing project entitlements, environmental permits, school district agreements, and strategic transportation plans for residential and commercial projects. Crisand earned a B.S. in Soil and Environmental Science from California Polytechnic State University, San Luis Obispo. She is a Certified Professional of Erosion and Sediment Control (CPESC), and a Green Belt in the Six Sigma process improvement program. |
