The Contra Costa Local Agency Formation Commission has released its draft agricultural and open space preservation policy. If adopted, the policy will apply to all boundary change applications including annexations. BIA|Bay Area has been monitoring the policy debate for more than a year and has repeatedly reminded the commissioners that their overriding mission is to “encourage orderly growth and development which are essential to the social, fiscal, and economic well-being of the state." BIA has submitted an initial comment letter on the draft policy and intends to provide additional comments prior to the agency’s meeting on May 11, 2016.
